2013 is the 150th anniversary of the Emancipation Proclamation. At the 100th anniversary, in 1963, Dr. King proposed that JFK issue “a second Emancipation Proclamation” abolishing segregation nationwide. What kind of Emancipation Proclamation do we need today? What action would we propose for our current President on this historic anniversary?
